Reports to: Business Services Director
Job Summary: This position is responsible for the overall management of safety and regulatory compliance efforts.
Essential Duties
• Build a continuous improvement culture by making problems visible, challenging the status quo and promoting tools and methodologies that generate process improvements required to drive standardization and effectiveness.
• Design, implement, and oversee processes to ensure robust utility compliance with applicable regulations.
• Organize and coordinate the activities of safety & regulatory compliance team members.
• Interface with regulatory agencies through responsive and professional communication.
• Identify compliance issues that require follow-up or investigation and conduct or direct the internal investigation.
• Coordinate employee training on compliance related topics, policies, or procedures.
• Oversee and regularly audit compliance-related processes, records and information management systems.
• Oversee the utility’s emergency response program.
• Ensure violations of compliance or regulatory standards are reported to enforcement agencies as appropriate or required, and coordinate mitigation or remediation efforts.
• Evaluate emerging compliance issues to ensure that management and employees are informed about reporting systems, policies, and practices.
• Advise management on the implementation and operation of compliance programs.
• Collaborate with human resources staff to ensure consistent action in cases of compliance standard violations.
• Serve as subject matter expert in a specific compliance area (workplace health & safety, environmental compliance, or utility-specific regulatory compliance).
• Perform other related tasks as assigned.
Essential Qualifications
• Bachelor’s degree in Environmental Science, Occupational Safety, Business, Engineering, or related field; or equivalent education and experience.
• Prior experience in a regulatory compliance role.
• Strong organizational and time management skills, including the ability to effectively manage multiple projects with conflicting priorities.
• Analytical skills required to understand technical regulations and determine their applicability.
• Excellent verbal and written communication skills, including the ability to concisely condense complex issues, and develop clear unambiguous communications.
• Strong leadership skills with the ability to work with a wide variety of staff, including engineers, maintenance technicians, operators, supervisors and regulatory personnel.
• Ability to understand complex utility systems.
• Excellent computer skills, including working knowledge of Microsoft Office software applications, databases, internet research and data management.
Preferred Qualifications
• Effective workplace skills as demonstrated through WorkKeys assessments (Workplace Documents – 5, Applied Math – 5, Graphic Literacy – 5).
• Prior supervisory or managerial experience.
• Prior experience with ISO 14000 and/or 45001.
• Prior experience evaluating and successfully implementing a regulatory or environmental management system.
Physical Requirements & Working Conditions
• Normal office environment with minimum discomfort due to noise, dirt and dust.
• Mental ability to frequently deal with concerns of employees and public; and to work on projects requiring concentration and attention to detail.
